(More customer reviews)I believe that glycolic acid is the main active ingredient in ActiFade. Glycolic acid is VERY COMMON and VERY INEXPENSIVE. It's used in many skin care products as well as in bathroom cleaners like those to remove mineral residue.
I think the price is too high but beauty products usually have incredibly large margins so maybe it's in-line with those pricing models. There are many less expensive glycolic acid-based skin products sold on Amazon:

Glycolic acid only peels the very top layer of skin to encourage growth of new skin, so, to that extent, it should improve texture and minor surface imperfections such as S-Keratosis (flat, no-color bumps). It won't affect even very shallow wrinkles and it doesn't 'target' anything such as hyperpigmentation ('liver' or age spots). If the concentration of glycolic acid is less than 15-20%, it won't do much unless you use it regularly for a really long time (like 6 months or more). It's probably OK to speed up skin generation by using a low concentration (like 4%) every day. But you can slough off dead skin and stimulate circulation by just light buffing. Why use an acid if it isn't in high enough concentration to actually peel the top layer?
Glycolic acid has fewer health warnings than hydroquinone which is the active ingredient in 'fade creams' such as Porcelana Skin Lightening Cream Night 3 oz (85 g) and Esoterica Skin Discoloration Fade Cream, SPF 10 2.5 oz. These products usually have 2% concentration of hydroquinone. There are over-the-counter creams with 4% concentration. Hydroquinone also causes the skin to slough off, but it probably goes deeper into the skin to reach the pigmentation layer.
